The tri-series will take place in Amstelveen. The nations will play each other twice between May 18 and May 24.
The Scots will then fly to the Caribbean on May 26 to begin the tournament against defending champions England in Barbados on June 4.
Scotland also faces Australia, Namibia, and Oman in Group B.
Ireland is in Group A with India, Pakistan, Canada and co-hosts the USA, while the Netherlands is in Group D with South Africa, Sri Lanka, Bangladesh, and Nepal.
Scotland beat Ireland by eight runs in Edinburgh in July to claim the top spot in the T20 World Cup Europe qualifiers.
Doug Watson was in charge on an interim basis at the time and the South African returns to the role as permanent head coach next month.
His second stint will begin with 50-over World Cup League 2 matches against Namibia and Oman at Forfarshire's Forthill ground from May 2 to May 12, while there will also be a T20 match against Oman on the May 14.
